what is tax deducted at saurce plz explain me

Suppose you have to pay Rent of Rs.200000 to A then after deducting tds @10% i.e. 20000 you will pay Rs.180000 to Mr.A and Rs.20000(tds) to income tax department.
Your burden on pocket still Rs.200000 just diversion of money is there that instead of giving Rs.20000 to Mr. A you have to give it to the department.
