Tax credit based on form 16a

Can we claim Tax amount based on Form 16A available ( There is no credit showing in Form 26AS) issue is related to FY 2008-09 & 2009-10. If yes, is their any circular issued by ITD.

Ask the deductor to revise his TDS return so that the credit appears in your 26 AS
