A salaried person has not submited tax return from past ten years
But he has always paid tax in excess of liability by way of TDS
now can he file return for all previous years.
wat will be penalty
der is no tax evasion.

return has to be filed even if der is no tax liability oderwise der is penalty of rs5000 U/S 271F
