Why stipend has not been made mantory for articles? Its not about money, it acts as a source of motivation which dampens the will to keep working for your boss.

It is nominal amount as decided by concern authority to pay article trainee for motivation purpose and also as a nature of helping in monetary terms.

Stipend is mandatory. Just the mandatory amount is too less.
