In case your query is related to SD in case of a House property , it is meant for providing relaxation to the owner of the property as he has to do certain expenditure on repairs, maintenance etc to upkeep the property.

Standard means at a decided level. Since in any case 30% Deduction is allowed, it has become a Standard. It does not vary.
