Sponorship in the form of advertisement in the souvenior

01 June 2017 If amount is given by a PSU to other organisation for release of advertisement in the souvenir published on special occasion, than whether it would be considered as sponsorship and service tax will be paid as per RCM . Please tell me the treatment of servie tax under this situation.
