On 19/10/2011 i purchased mutual fund units worth Rs.20000/- on which i got dividend of Rs.1074/- on 21/10/2011. On 17/09/2012 I sold out the units and recd Rs.19640/-. Can i claim a short term loss of Rs.360/- ?

If the gain on the said mutual fund is exempted as per section 10 then loss on it also not claimed. Otherwise you can claim. I think the said mutual fund has the benefit of section 10 exemption.
