is a company Issue shares at different premium rates on the same days to different shareholders Private Limited either existing or proposed ?
If so what is the requirement and guidelines for the aforesaid matter ?

No the Private Limited Company cannot issue shares to the Public. The maximum number of shareholders cannot exceed 50. The premium rate cannot be different if it is issued on the same to to the different shareholders of the company
