Dear Sir,
Kindly help me to know wheather Cess is applicable on TDS deducted on contarctor work. also let me know that from which date and circular no. it is being discontinioud or started.

Finance Act2009, brought these changes whereby surcharge and cess are not applicable on payments made to non salaried cases.
The amendment was applicable for 1st oct 2009.
