Service Tax to be charged on Debit Notes

We are advertising agency. We share premises with one of our group compnies whereby it is decided that Rent will be paid by us & we will raise debit note for reimbursment of exps to our Group Co. Being an advertising agency shud we charge service tax? THis is nothing to do with the advertising activity.
