Service tax on reimbursement of freight charges

if We purchase and the purchaser charge the freight charges in his invoice which is paid by him to transport,in this case we are liable to pay the service tax on freight charges.
Please let me know the service receiver is liable to pay the service service in case of reimbursement of freight charges

I know that the service recipient is liable to pay service tax on transport service, but I want to ask that the same will be applicable on reimbursement of freight Charges.
