Sir ,
we are importing edible oil from other countries. as per latest notification 15/2017 service tax. Can we pay service tax on import freight
kindly confirm.

Yes you have to pay service tax under RCM.(15% on 30% value of freight charges).

as per notification non taxable territory has to pay service tax , but we are in andhra pradesh kakinada port. pls clarify

The notification talks about foreign ship who is service provider located in non taxable territory, not you. As a importer located in taxable territory you are liable for service tax payment.
