If Builder applied in local body competent authority for completion certificate in oct13 but they have not received certificate
ans flat sale was done in Mar14.

In this case service tax is applicable

If the agreement date is after the date of Completion certificate then No Service tax, but that can be decided only once you receive the Completion certificate..
