Service tax on commission

We paid commission to Individual who help us in getting tenders from client. He promote us and we get the orders.We account is as commission and TDS as per 194H. Is that person is eligible for service tax liability?

If the service provider is within the threshold limit being 10 lacs in a financial year , he is exempt from payment of service tax
