Do a person has to pay service tax on commision which he get on selling the Mobile recharge coupons. If yes on what value?

Please explain the case in more detail with quantitative figures

Acutally the company will purchase the coupon say at Rs.96 and will sale the same to retailers at Rs.98. Whether the service tax will attract?
Agreement is with the BSNL and they term the discount as commission
