Service tax on collections at branch

I have a client of recruitment agency they collect some amount from the candidate and also the collect the amount at different branches. this amount is named as branch handling charges is this amount taxable under service tax.

there is no service as such provided by the branches in this case for which the client are collecting the amount.

actually its a company who recruit the people all over and on this the collect some potion from the candidate and the same process is also carried out at branches so is that liable for service tax as its a service provided by the company?????

which type of servcie is provided? and also check whether its covered by definition of declared services or not.
