Most of Tour & Travles Operator Charged service Tax @ 4.9% . Can they charged Service Tax at lower rate?

As for as service tax is concerned only one rate all over India. The Act itself there is no lower rate or higher rate.

Dear Sir,
The rate you have mentioned in respect of Tour Operators is very much correct. After an abatement of 60%, the effective rate is 4.994% only.
10 services have been allowed abatement as mentioned above hitherto.
