Service tax claim

03 May 2013 Dear Sir, We have taken a franchisee from BATCHPUN to run a play home. we have paid royalty to BATCHPUN. they have charged service tax on bill.
Please tell me whether I can refund this service tax paid. my business is below 10 lacs and I am not charging any service tax on fee received from parents.

please clarify
