Sir,
Please guide me if a company pay retension fee to an individual and he does not charge service tax IN HIS BILL.In this case is a company liable to pay service tax. if yes then how much?

it will be depends on nature of service. incase advocate or legal service, it will apply on reverse charge even service tax not charged in bills also
