whether service tax payable on sale of a residential property after developing it ?? on making Development agreement whether it is required to pay service tax ?? please help as soon as possible...

Even sale of residential complex after developing attracts service tax if payment received before completion certificate.But other conditions of more than 12 units, common area etc. apply.
