If a person is having two shops of shoes with different names at two different places within same state , whether seperate registration is required under gst?

Separate registration is not required.

and if he is having two different business , within same state then
18 October 2017
Two different business and Same state then Single Registration is enough. But, You can't use different names. Use only single trade name....
