one of a member of my family is mentally retarded and using the
rebate of sec 80u now I want to make a gift deed from the members account to other family members so is it possible to do that

a mentally regarded person shall not be considered competent to execute a gift deed. The relevant act you need to look into is transfer of property and contracts.
