Mr. A is exporter of computer
Mr B is supplier of Paper box to Mr A for Packaging
on the basis of above can Mr. B Sale paper box as packing material as sale against H Form mvat

Since paper box is to be used only as packing meterial and it is not exported as a separate product in my opinion sale of paper box cannot be made against H form since it is the computers which are being exported as an end product.

Yes Packing material for compliance of export is eligible and sale can be made against Form H.
Maharashtra State specifically exempted such packing material sale in the course of export
