whether a shareholder can inspect the Annual Accounts of the company after the Approval by Board of Directors but before the Approval of Shareholders in Annual General Meeting

Yes, he can check inspect the books of account after approval of account by Board of director.
The provision is followed by all listed company. which with in 24 hrs of adoption published the same in news paper.
