is reverse charge applicable on hiring vehicles for delivering newspapers by print media?

In my opinion,no reverse charge shall apply, since the words used in the S.No. 7 of N/N 30/2012 is "renting of a motor vehicle designed to carry passengers"....
Since, in this case the vehicles is not designed to carry passengers as such.....so, it shouldn't apply
