I want to apply for service tax , there are two different applicants, and they have no address proof.can I prepare one common rent agreement for both the applicants stating their names in rent agreement e.g. Agreement is between "OWNER" and "APPLICANT 1 & APPLICANT 2"

you may do separate rent agreements against the same house/property. it would be easier that way.
