Whats is criteria for registration under Service tax ?

you have to be either service provider or service receiver.,
if service provider the , the turnover should be less than 9 lacs., if exceeds u have to get registered,.
if service receiver, if you are receiveing any of the services mentioned in reverse charge mechanism and u are a business entity
