If a dealer purchase from a manufacturer , then dealer is able to avail cenvat credit ?

As a dealer you can only pass on the credit. If you are a registered dealer with excise then you can pass on the credit on the goods purchased from a manufacturer to another manufacturer or to the second stage dealer.
