WHETHER A TRAVEL AGENT IS A COMMISSION AGENT OR BROKER OR DOING HIS OWN BUSINESS IN THE CASE OF HIRING OF VEHICLE FROM OTHERS AND RAISING BILLS HIS OWN NAME????

He is doing his own business when he is hiring the vehicles himself and raising bills under His Own Name.
