Refund pending...for the previous assessment years

21 March 2013 Dear Experts,
1)Is there any time-limit for the assessing officers to issue refund order when there is refund due after the assessment order is passed?

2)What is the rate of interest they have to pay when they make delay in passing refund order and at what percentage?
