I have submitted refund reissue 6 times over a period of 1 yr for an old refund of FY2009-10. The online refund reissue process has been followed accurately. I have ticket numbers for all the requests / complaints / calls to the CPC call centre (1800 425 2229).
CPC is unable to resolve the problem for 1 yr and my refund has not yet arrived.
How do I raise an official grievance / complaint for this?

Navigate to ‘Helpdesk’ → ‘Register Grievance’: After login, click on the ‘Helpdesk’ tab in the top menu, then select ‘Register Grievance’. Fill the Grievance Form: Select the category relevant to your issue, such as ‘Refund’ or ‘Refund Reissue’. Provide all necessary details: PAN, assessment year, nature of grievance (refund not received), etc. Mention your previous ticket numbers related to refund reissue to show prior attempts. Submit Your Complaint: Submit the grievance and note down the grievance registration number for future reference. Follow Up: You can track the status of your grievance on the same portal under ‘View Grievance Status’. Additional Steps to Escalate: Contact Jurisdictional Assessing Officer (AO): Write a formal letter/email to your AO explaining the situation with copies of all complaint tickets and requests.
