by which date will this effect will take place

by today itself or by 01.04.09

25 February 2009 So far as Central Excise concerned the effective date is 24th Feb 2009 vide Notf No 4/2009 C.Ex dt 24.02.2009.
Service Tax notification has not yet given in CBE&C site.
