under what circumstances is public notice required at the time of redemption of prefrence shares?

In case of Redemption of Redeemable Preference Shares out of profit, Notice of book closure or record date as the case may be, need to be publish in a Newspaper

thanks but i want to know is this provision is applicable to an unlisted company who has only one prefrence shareholder
