Is Recurring Charges or Deposits paid in relation to a telecom service availed, liable to service tax?

Recurring Charges are Taxable under Service Tax whereas deposits are not.
it is duty of Telecom Department and they are accordingly charging the same.
you may avail cenvat credit of same.
