Dear experts please define where "C" form is applicable in details?

On Goods used in Manufacturing and trading. C Form is not applicable (I.e, cannot be issued) on Assets like Furniture, Office Equipments, Computers. C Forms is not applicable on P&L items like Stationery,etc.

C form is to be produced when you want to pay the concessional rate of duty
