All dear Sir if cheque paid to any person ( he is taxi owner and give car to our cab co.and we pay cheque in monthly basis and he is unregistered person) then should i have to pay tax under RCM ?

You have to pay GST under RCM.

Yes. RCM applicable...
The 5k limit means not only cash it's also includes bank payments...
Exact solution is, You / We received inward supplies from URD and it's above 5k then we ll be pay Tax under RCM basis....
