19 April 2013 if service provider collect 100% tax than service receiver again liable to pay his tax liability to the government under RCM ?

20 April 2013 if reverse charge applicable then service receiver liable to pay service tax as applicable on his part even of service provider has charged 100% service tax and deposited in govt a/c. Service receiver can ask refund (from service provider) of service tax excess charged by service provider.And service provider can show it as excess tax deposited in his return and adjust accordingly.

20 July 2025 No, if the service provider has already charged and collected 100% GST under Forward Charge, then the service recipient is not liable to pay GST again under Reverse Charge Mechanism (RCM) for the same transaction.
