can any one pl guide me as regards to rate of tds on payment of interest for ECB to company in italy

It should be 15% , provided TRC(tax Residency Certificate) from Italian Tax Department in terms of notification no. 39 date 17/*09/2012 and NO PE Certificate from Italian Company are obtained.
