According to current (post-March 1, 2015) tariff structure:

HS Code 85414011 — "Solar cells whether or not assembled in modules or panels":
Basic Excise (CENVATable) Rate: 12.5%
Excise Cess: Nil

Historical context:

Before March 1, 2015: Excise duty was 12% + cess.
From March 1, 2015 onwards, it was set at a flat 12.5% with no cess

🧾 What This Means for Manufacturers:
On every invoice for manufacturing or clearing solar cells/modules/panels, you should charge 12.5% excise duty.
This duty is CENVAT credit-eligible, meaning downstream manufacturers can claim input credit.
