raising of demand contrary to approv clasifiction retrospvly

i have not understood why and when price list/classification are approved. and why demand will be raised retrospectively.

Price list / classification is old pattern of excise records u/s 173G (Old), now SRP based units does not have to file price list unless they are availing abatement under MRP. and to avail abatement they have to file price lists and re-submit the same when it changes. any diff in price other than MRP price list would be subject to departmental proceedings and recovery of duties on diff amount.
