billing and delivery adress different state what is the rule as per VAT

What is your query, if you are purchasing materialunder CST from Punjab and you are in Delhi it is your Central Purchase. If you think directly purchase it from punjab and deliver to Rajasthan on same bill it wwill be wrong pratice, allow the material to enter in delhi first and then send to Rajasthan along with your invoice/bill and road permit of Rajasthan purchaser.
