Can a Manufacturing company (registered under Excise)raise a purchase return invoice with out Excise when the Purchased goods are not excise-able goods ?

Yes, if purchased non excisable material rejected due to poor quality etc. mfg can raise a rejection memo / invoice without excise duty as the same was supplied without excise duty and return the goods to the supplier.
The remark is to be put on your rejection invoice " material rejcted & returned due to ______ as it is"
