why publicc notice is given before making final consideration amount to vendor of the property by the buyer?

Public notice is given to confirm whether there is any claim by any person on the same property in any manner. It may be a banks claim by way of mortgage or it may happen that the one who is giving you property is not the real owner and is trying to fraud you. So to avoid all these consequences, public notice is given.
