kindly let me know, whether PF is compulsory if salary is more than 15000/- at the earliest.

If, drawaing salary (Basic+DA+cash value of food concessions) is more than Rs. 15000/- then PF deduction is optional its not compulsory.

It depends company policy, company can exempt if employee basic salary exceeds Rs.15000/- or restrict PF benefit upto Rs.15000/-
