Is it possible to run a proprietary business from a rented flat? The business model is 'export of web content services.'

Yes it is possible. It is for u to show that flat is used for business purpose.

Does the same apply in case of 'residential' rented flat? If it is for services as above, is there any registration required?

There should be a rent agreement between both the parties. That would suffice.
