Let understand this with an example:
Lets say there are 3 states with 40, 60, 10 population respectively and you need representatives from each state.
So one way is to have 1 representative from each state like one chief minister from each state.
Another way is to have representatives from states in proportion 4:6:1. Such representation is called proportional representation as it gives representation in proportion on the basis of population.
Similar proportions could be based on revenues/ sales of different divisions/verticals in a company etc
