Sir, but if individual has only income from purchasing and selling of listed equity shares whether comes under Short term capital gain or under speculative business

Mere investment in security not amount. To Speculation income, Gain or loss on security considered as capital gains.

if you are not taking delivery of the securities ie you are dealing in intraday or obligations trade, then it is covered as speculative trading.
