Some form does not require pre scrutiny requirement. You can file some forms without scrutiny.
But most of the Forms, requires pre-scrutiny.

Mr. Ajay mishra is right..Forms like that of Annual Return and Incorporation need Prescruitny however some forms get uploaded without it also...
