I have received my cs membership in June 2013 and Certificate of Practice by July 2013. My query is can I sign Compliance Certificates for the Quarter Ended March, 2013 after receiving my COP in July

Hi
As per my knowledge, after getting COP, he can issued Compliance Certificate for upcoming year.
A PCS can issue Compliance Certificate after approval of the Board for his appointment as PCS and the PCS will be appointed for upcoming year and not for last year.
Other views are also solicited.
