One of my senior guide me that officer has much more power than counsel,
Counsel has no power to overtake an officer.
If officer wish he can spoil your case, if he is happy with you he can overlook weakness in case.
My question is counsel is really at mercy of an officer?
If officer not convinced with a counsel, there is any power with counsel to convince officer on merits?

Counsel is not at the mercy of officer if he has strong case. He can go for appeal if officer is not convinced.
